Phạm Minh Hoàng và Phan Kiến Quốc

Kính thưa Quý Vị và và Quý Bạn Hữu khắp nơi,

Trước hết, thay mặt gia đình anh Phạm Minh Hoàng, chúng tôi xin kính gửi lời chân thành cám ơn Quý Vị đã nhiệt tình lên tiếng ủng hộ khi biết tin anh Hoàng bị chính quyền Việt Nam bắt giữ từ ngày 13/8 đến nay.

Từ khi anh Hoàng bị bắt, bạn hữu ở khắp nơi, đặc biệt là ở Pháp và Âu châu, rất lo âu vì nhiều người biết anh Hoàng là người làm báo và viết lách nhiều năm, không biết điều này sẽ ảnh hưởng như thế nào đến sự an nguy của anh tôi ?

Kính thưa quý vị,

Việc gì phải đến đã đến. Với các tư liệu và máy vi tính đã tịch thu của anh tôi, với sự thẩm vấn liên tục trong nhiều ngày, công an Việt Nam đã biết về những bài viết và các hoạt động báo chí của anh tôi.

Những vấn đề Việt Nam vẫn luôn luôn làm anh trăn trở, anh thường viết các bài bình luận về giáo dục, thời sự, xã hội... Phan Kiến Quốc là bút hiệu mà anh thường dùng từ khi trở về nước và bài viết của anh được gửi đi rộng rãi qua internet. Rất nhiều người, nhiều giới tâm đắc với các bài viết của anh vì nó phản ảnh những suy tư của một người quan tâm đến những vấn đề đất nước, đề nghị những giải pháp ôn hòa nhưng triệt để. Một số bài đã được anh đưa lên trang blog tên là : http://pkquoc.multiply.com.

Bài viết với tên Phan Kiến Quốc của anh được đăng trên nhiều tờ báo và trang mạng. Như trên mạng bauxite Việt Nam, ngoài việc tham gia ký tên vào kiến nghị phản đối quyết định khai thác bauxite tại Tây Nguyên, anh Hoàng có tham gia đóng góp một số bài viết, như bài "Xóa bỏ hận thù : tại sao không ?" đăng ngày 03/05/2010, với tên là Phan Kiến Quốc (http://www.boxitvn.net/bai/3467 hay http://boxitvn.wordpress.com/2010/05/03/xa-b%E1%BB%8F-h%E1%BA%ADn-th-t%E1%BA%A1i-sao-khng/ ). Có lẽ mọi người đều chia sẻ suy nghĩ này khi anh kêu gọi chính nhà cầm quyền Việt Nam phải xóa bỏ lối đối xử thù hận với những người không cùng quan điểm, để mọi người dân thực sự được quyền đóng góp vào sự phát triển của đất nước.

Nếu vào xem trang blog của anh Hoàng, Quý vị và các bạn sẽ nhìn thấy một số bài viết khác như "Xin một lần lắng nghe", "Giống giống ... quen quen", "Tôi đi rước đuốc Bắc kinh", "Luận về Nhục". Qua những bài này, không ai có thể kết luận khác hơn rằng anh Hoàng là một trí thức yêu nước, đang lo âu và khắc khoải về nhiều vấn đề của đất nước và bày tỏ quan điểm của anh về những vấn đề này.

Hầu hết những tâm tư của anh Phạm Minh Hoàng đã được thể hiện qua các bài viết mang tên Phan Kiến Quốc và công an đã biết Phan Kiến Quốc là bút danh của anh. Không biết với dữ kiện này, nhà cầm quyền Việt Nam sẽ còn quy chụp lên anh thêm những tội danh gì nữa ? Có lẽ vì vậy mà cho đến hôm nay, việc bắt giữ anh vẫn được giữ kín bưng trước khi họ tung ra đòn bôi nhọ anh tôi, như họ đã từng làm với những người yêu nước khác, trong những ngày sắp tới.

Vì vậy qua lá thư này, chúng tôi xin được báo động cùng quí vị về sự truy bức của cơ quan điều tra đối với anh Phạm Minh Hoàng liên quan đến các bài viết của anh với bút hiệu Phan Kiến Quốc và có thể trong những ngày sắp tới, họ sẽ gán ghép cho anh tôi những tội danh như "tuyên truyền chống phá chế độ" vì các bài viết này. Nếu điều đó xảy ra, nhà cầm quyền Việt Nam lại càng chứng tỏ với dư luận là họ đã và đang bóp nghẹt quyền tự do tư tưởng, tự do ngôn luận của người Việt Nam.

Chúng tôi rất mong tiếp tục được sự quan tâm và hỗ trợ của quý vị để anh Hoàng sớm được tự do, trở về với gia đình và có cơ hội làm tròn bổn phận của một người dân Việt trên quê hương của mình.

Chers amis,

Tout d’abord, au nom de la famille du professeur Pham Minh Hoang, je transmets mes sincères remerciements à tous ceux et celles qui ont exprimé leur sympathie et soutien sitôt connue la nouvelle de l’arrestation de Hoang le 13 août.

Depuis la mise en détention de Hoang, nombreux sont ses amis, en particulier en France et en Europe, qui se sont inquiétés en savant que Hoang a beaucoup écrit pour des journaux depuis 1975. Ils se sont demandé comment cette activité influencera le sort actuel de mon grand frère.

Chers amis,

Ce qui devait arriver est arrivé. Avec la saisie de nombreux documents et de son ordinateur, avec des séances d’interrogatoires quotidiennes, les forces de la sécurité publique ont découvert les articles que mon frère a écrits. Hoang fût le rédacteur en chef du Mensuel de l’Amitié (Nguyệt San Ái Hữu), une revue très appréciée à Paris en 1976 et 1996. Depuis longtemps, les problèmes du Vietnam ont toujours été une source de préoccupation de Hoang, si bien que même après l’arrêt du Mensuel de l’Amitié, il a continué à écrire des articles sur l’éducation, l’actualité, la société… Phan Kien Quoc est le pseudonyme qu’il a utilisé depuis son retour au Vietnam. Ses articles étaient diffusés largement via Internet. Beaucoup de personnes, issus des milieux différents, partageaient ses points de vue car ils reflètent les réflexions d’un citoyen qui s’intéresse aux problèmes de la nation, qui propose des solutions radicales mais pacifiques. Hoang a publié un certain nombre de ses articles sur le blog : http://pkquoc.multiply.com.

Les articles écrits sous le pseudonyme Phan Kien Quoc ont été publiés dans plusieurs journaux et sites internet. Par exemple sur le site bauxite Vietnam, en plus d’avoir signé la pétition protestant contre l’exploitation de la bauxite sur les Hauts Plateaux du Centre, Hoang a apporté sa contribution en écrivant un article intitulé « Effacer les haines : pourquoi pas ? », publié sur ce site le 3 mai 2010 avec le pseudonyme Phan Kien Quoc (http://www.boxitvn.net/bai/3467/). Sans doute que de nombreuses personnes sont d’accord avec lui lorsqu’il appelait les autorités vietnamiennes à ne plus considérer comme des ennemis tous ceux qui ne partagent les opinions du gouvernement, afin que tous les citoyens puissent réellement apporter leur contribution au développement du pays.

En visitant le blog de Hoang, vous pourrez lire d’autres articles comme « Merci d’écouter pour une fois », « Comme un air de déjà vu », « J’ai participé au relais de la flamme olympique de Pékin » ou encore « Réflexions sur la Honte ». À travers ses articles, nul ne peut nier que Hoang est un intellectuel qui aime son pays, se préoccupe des problèmes actuels du Vietnam et qui exprime ses opinions.

La plupart des pensées de Pham Minh Hoang se retrouvent dans les articles signés Phan Kien Quoc. Maintenant, la police sait que derrière ce pseudonyme, c’est Hoang. Avec cette information, j’ignore qu’est-ce que les autorités vietnamiennes vont bien pouvoir encore lui faire porter comme accusations. Jusqu’à maintenant, son arrestation n’a pas été rendue publique et dans les jours qui viennent, les autorités s’apprêtent sans doute à salir son image, à le diffamer comme elles l’ont déjà faite par le passé contre d’autres patriotes.

À travers cette lettre, je vous informe que suite aux enquêtes de la police concernant les écrits de Pham Minh Hoang/Phan Kien Quoc, il se pourrait que Hoang soit accusé de « propagande contre l’état » à cause de ses articles. Si cela se produisait, le régime vietnamien prouverait, s’il était encore nécessaire, qu’il est en train de museler la liberté d’expression des citoyens vietnamiens.

Nous espérons continuer à recevoir vos témoignages de soutien afin que Hoang retrouve rapidement la liberté ainsi que sa famille, et qu’il ait l’occasion de remplir ses devoirs de citoyen vietnamien dans sa patrie.

Dear Friends,

First of all, on behalf of my entire family, I would like to send our sincerest thanks to each and every one of you who have lent your earnest support since the arrest of my brother, Pham Minh Hoang, on August 13 in Vietnam.

So many friends everywhere, especially in France and various countries of Europe, have shared their concern for my brother’s safety, particularly because of their admiration for his years of prolific writings and journalistic activities.

Dear Friends,

With the confiscation of Hoang’s laptop and all of his personal reading and writing material and after days of constant interrogation, the Public Security Police have now known of his articles and other journalistic activities.

My brother is always deeply concerned and restless of what he sees in daily life in Vietnam. He often wrote about the lack of education, social justice, and commented on current events. He created the pen-name Phan Kien Quoc after returning to Vietnam and used the Internet to share his thoughts. Many people from various walks of life appreciated his articles, thanks to his sincere care and peaceful yet resolute suggested solutions. Hoang posted some of these articles on his blog, http://pkquoc.multiply.com.

Articles under the name Phan Kien Quoc also appeared on many periodicals (outside Vietnam) and websites. For example, on website Boxitvn.net, beside signing his name to the joint statement to protest the mining of bauxite in Central Vietnam, Hoang also contributed a number of articles, such as Ending Animosity – Why Not? on May 3, 2010 (http://www.boxitvn.net/bai/3467/). Many readers agreed with his calling on the government of Vietnam to end their policy of hatred and brutal treatment toward those with different political viewpoints. The government must respect people’s rights to develop the country in all areas.

For anyone who had had a chance to read Hoang’s articles, I think he or she would easily come to the conclusion that Hoang was indeed a patriotic intellect who cared deeply about the nation’s pains and made his views unequivocally known to all.

Given the discovery of his pen-name by the Public Security Police, I suspect the Vietnamese government will charge my brother with many more counts of “criminal misconduct” in the coming days. Their current silence can only mean they are preparing to launch measures to denigrate my brother as they always did to other condemned patriots before their trial dates.

Through this letter, we would like to inform you of the current persecution of my brother by the authorities based on his writings under the pen-name Phan Kien Quoc, and the possibilities of more charges being imposed on him under the criminal code article of Propagandizing against the Regime. If the Vietnamese government do that, they will just reveal themselves once again to the world that they have been suffocating the freedom of thoughts and freedom of expression in Vietnam.

We very much hope to have your continued commitment and support to ensure Hoang’s reunification with his family and fulfillment of his duty toward his countrymen.
